Background and Purpose

On 30 April 2025, at 12:09 p.m., a pickup truck belonging to Imma Maçonnerie and operated by Mr. Kevin Charest-Seguin, failed to stop at the recessed stop sign on Avenue Lennox and struck my Honda Civic while I was completing a legal left turn from Avenue Barclay. What began as an exchange of licence and plate information escalated into threats and intimidation. I am respectfully asking the SPVM to investigate those threats and to issue the appropriate traffic citations for the underlying collision.

All the key moments of the collision itself and the threats are captured on several videos and still images. I have embedded each piece of evidence at the relevant point in the narrative.

Threat and Intimidation (Primary Complaint)

During the post-collision discussion, Mr. Charest-Seguin said:

I will break you in half

This was the opening threat of physical violence in that discussion, and was not preceded by anything similar from any party involved.

Immediately afterwards, his companion advanced towards me with a threatening posture. I took multiple steps back and audibly stated that I am putting my hands behind my back and will not engage.

The employee followed me to my retreated position and maintained his threatening stance. In clearly captured audio and video, he stated:

“I don’t care about you [implying that my retreat and refusal to engage was immaterial]”…. you don’t have to touch nothing [implying that my refusal to engage and placement of my non-recording hand behind my back was immaterial]”…. because if you put your head/hand (unclear) here (gestures to the small space between us) - BAM”.

finishing the sentence with a rapid mock punch that was entirely within centimeters of my face.

Evidence:

  1. Survelliance camera footage, with poor audio, captures the entire event. At 27 seconds, M. Charest-Seguin can be hear, with poor audio, stating his threat of physical violence (”I will break you in half). Not heard on the footage are his continued threats about not caring if the police were called, etc. At 30 seconds, his companion is seen approaching me aggressively, and at 42 seconds I move away in an attempt to de-escalate. At 46 seconds the companion approaches my retreated position and gets in my face. I begin recording with my phone, and the rest is audible in the next clip. Even in the survelliance camera footage with poor audio, I am heard repeatedly stating that “my hands are behind my back” and that I refuse to engage.

I believe these statements and actions constitue uttering threats; as well as an attempt or threat by an act or gesture to apply force to another person if there is reason to believe they have the ability to carry out the threat.
